Express "when": the word before とき takes a noun-modifier form (V-dict/ない, い-adj〜い, な-adj〜な, N〜の).
例
You need your card when you borrow a book from the library.
V-dict とき = before the main action; V-た とき = after it.

A natural / inevitable consequence — "whenever A, then B (always) happens".
